Ever since the characteristic difference between natural and social science was distinguished, the understanding and usage of research methods which suits the research question best, became a major topic in Methodology. The field of Public Policy Studies witnessed the same encounter. Some researcher influenced by the ongoing debate between positivism and post-positivism ideas, introduced the “, Narrative Policy framework”, . The NPF relies mainly on the assumption that the social reality is constructed by Narratives. The NPF which less than 10 years have passed since its Publication will be discussed in this paper so the researchers will find his way with the theoretical and scientific dimension of the framework. In this regard following the theoretical explanation, the necessarily steps for operating a research with NPF will also be demonstrated.

The current study set out to identify the influential factors involved in implementing Public tourism policies in Gilan province, Iran. To this end, this developmental qualitative research applies an inductive approach and follows the interpretive-constructivist philosophy. The study’s population consisted of experts in the field of tourism, Public Policy, Gilan studies, and geography, out of whom some twenty experts were selected and interviewed using purposive snowball sampling. According to the findings of the study, technological, cultural, social, economic, and political-administrative factors were found to have contributed to the implementation of the Public tourism Policy in Gilan province. In this regard, the political-administrative factor was found to comprise bureaucracy reduction, education, and human resources development and improvement. Moreover, it was revealed that the social factors included strengthening social responsibility, increasing Public and non-governmental organizations' participation, proper communication of the executive department with residents, and enjoying social capital. On the other hand, the results showed that the cultural factor consisted of utilizing cultural symbols, developing localized policies, and emphasizing the cultural structure of each region and that the technological factor included the emphasis on media advertisement and strengthening technological infrastructure. Finally, the economic factor was found to comprise participatory governance, proper financial planning, and proper budgeting. The main achievement of this research is its focus on the implementation aspect of Policy-making and the recognition of various cultural, technological, social, economic, and political-administrative factors in the successful implementation of tourism policies, suggesting that in addition to economic factors, some other factors also contribute to the effective Policy implementation, a fact which has been neglected in many similar studies.

Public opinion is one of the key elements that affects Public Policy. The importance of Public opinion depends on the type of political system, and the process of Public Policy is also affected by the nature of political system. Therefore the effect of Public opinion on Public Policy is different, on the basis of the nature of the political system. The purpose of this article is to analyze this effect on the process of Public Policy.

Policy-making is linked with sovereignty, government, society, and Public problems. It is associated with government action in the proper administration of Public affairs. It has been almost four decades since Public Policy was introduced as an academic program in the world. Policy theory is relying on the factors involved in the cycle of Policy making. Policies may fail in many ways. But in order for success to be attributed to Policy-making, it must be powerful in three main dimensions: Policy-making, process, and politics. Policy makers and managers who are interested in avoiding major failures in programs should pay more attention to research and implementation in order to improve their knowledge of the possible results of the programs and reduce impacts of uncertainty and risk. This short essay attempts to define and explain straightforward but effective concepts on this cycle, avoiding the main concepts of political science such as styles of Policy making or political regimes.

Each Public problem has various aspects. On the other side, the system of governance and Public Policy created to solve problems is composed of several principles. As a result, to prevent divergence resulted from multiplicities and related negative effects, we need integration. Thus, the aim of this article is to specify how we can determine the integrity of Public Policy and governance system at all levels and aspects. In this article, which is an applied research, grounded theory is used as a qualitative method for gathering and analyzing data. The study population consists of professors and experts specialized in different dimensions and multiple angles of Public policies and having a position in Public Policy-making institutes. Sampling method was targeted with a sample size of 16 people and interview method was used and the obtained model from the interviews, was accredited by Delphi method. Finally, components and usages of the model are briefly explained.

Public Finance and Public Policy: Responsibilities and Limitations of Government” attempts to analyze the dimensions of Public Policy by using the findings of economics. The book by focusing on theoretical principles governing the behavior of economic agents, including models based on Public choice theory, and without engaging in practical details, providing insight into Public decision-making processes. The feature of this book is its reliance on some of the themes and models of “game theory”, “information economics”, “behavioral economics”, “social justice” and “political philosophy”.

Although Public Policy analysis is essential for Public Policy systems, the lack of Public Policy analysis is one of the most important problems of Public Policy making system in Iran. Thus, this research implemented to achieve a model for analyzing Public policies, using multiple grounded theory method, to create theories and models compatible with the country`s conditions. For this purpose, Public Policy analysis model designed in Iran, based on deep interviews with 40 Public Policy makers. This model contains 3 main dimensions: “Formulation analysis”, “Implementation analysis” and “Evaluation analysis” that each of them shows the components and elements of Public Policy analysis.
